Pradhan Mantri Awas Yojana Urban PMAY(U) (Pradhan Mantri Awas Yojana Urban)

The main objective of this program is to provide own houses to poor people living in cities and slum dwellers by the year 2022. To fulfill this purpose, the government will work under the following points.

  • by rehabilitating slum dwellers
  • Efforts will be made to provide housing to the weaker section by providing a credit link subsidy.
  • By providing affordable houses in partnership with the public and private sectors
  • By providing subsidy for the construction of the beneficiary’s house

Pradhan Mantri Awas Yojana Beneficiaries :

Under this scheme, slums have been included for the first time in the category of urban beneficiaries. A part of a city where about 300 persons or 60-70 families live their lives in improperly constructed houses without basic facilities like electricity, a wash area, and an unhygienic environment is called a slum. Under this scheme, with the efforts of the government, efforts are being made to provide self and basic facilities to the people living in these houses.

Apart from this, the list of beneficiaries in urban areas includes the Economically Weaker Section (EWS, Economically Weaker Section), Low Income Groups (LIGs, Low Income Groups), and Medium Income Groups (MIG, Middle Income Groups). Those families whose income is less than 3 lakhs are kept in the category of the economically weaker section, whose income is between 3 to 6 lakhs, they are in the low-income group and those whose income is between 6 to 18 are kept in the medium income group. Is. Out of these, the economically weaker sections can take full benefit of this scheme, while LIG and MIG sections will be eligible to take advantage of the credit link subsidy scheme only.

Under this scheme, to identify the economically weaker section and LIG and MIG, the person will have to submit a self-certificate or affidavit along with his loan application.

The entire family of a beneficiary will include husband, wife, unmarried sons, and daughters. To take benefit under this scheme, no pucca house must be registered anywhere in India in the name of the beneficiary or anyone else in the beneficiary’s family.

Different Phase of Scheme:

After the launch of this scheme till the year 2022, work will be done in 3 phases, these three phases are as follows.

In Phase I, from April 2015 to March 2017, work was done in 100 cities of selected states under this scheme.

After this, the phase of this scheme will start from April 2, 2017, and will run till March 2019. In this, the other 200 cities of India will also be included. And by selecting the beneficiaries there, they will be given benefits.

The third phase of this scheme will start from April 2019 and will run till March 2022, in which efforts will be made to provide own housing to all across India by covering other remaining cities as well.

Different Parts of Scheme

Under this scheme, efforts are being made to provide their own house to the people of different income groups in the cities in three ways. Based on this different income group, the facilities available to the people divided into different parts will also be as follows. The facilities available to these people have been described in detail in the points below.

 In-situ Slum Redevelopment :

Here in-situ refers to the main actual location. And this in-situ slum redevelopment is an important part of Pradhan Mantri Awas Yojana. This scheme has been started to provide all the necessary facilities to the people living in slums in the urban areas of India. Under this, these slums will be redeveloped by utilizing the slum space, and with the participation of private institutions and it will be converted into a habitable place with basic facilities. In this way, the place where the slums have been built will be made available to the people by making accessible and better houses with sanitary facilities. The slums available on government or private land will be included under this scheme and the private partners involved in this scheme will be selected through open bidding in different states.

The contribution of the beneficiaries under this scheme will be decided by the state government instead of the central government. In this, the eligibility of the cutoff will also be decided by the state government. And in the Union Territories, this authority will be with the government there. This scheme will be started after consultation with the slum dwellers from the respective places and with their cooperation.

Key Points and Benefits of “In Situ Slum”:

To make this scheme easier, additional floor area ratio, floor space index, and transferable development rights are provided by the government in the state governments or union territories.

A grant of up to Rs 1 lakh can be given to each house for resettlement from slums by the existing government in the state. This amount will be available to all those beneficiaries who will be eligible under this scheme. This final decision will be taken by the government present in the state with an average amount of Rs.1 lakh.

These under-construction houses will be given full ownership to the beneficiaries or these houses will be given on lease, this right will also be complete with the state government.

The houses built under this scheme will have two components: slum rehabilitation component and free sale component. In the slum rehabilitation component, one will get a house with basic amenities, and in the free sale component, the slum developers will be able to sell the houses in the open market.

As long as the development work is carried out in the slum area, then private developers will provide short-term accommodation to the people living in the slum.

Credit Link Subsidy Scheme

Another part of this scheme is to provide affordable houses through a credit link subsidy scheme. Under this also people have been divided into different income groups. Its details are as follows:

Credit Link Subsidy Scheme for Economically Weaker (EWS) and Low Income Group (LIG):

Under the Pradhan Mantri Awas Yojana, the government introduced the Credit Link Subsidy Scheme for the economically weaker and low-income groups living in cities.

Key Points and Benefits:

Under this scheme, to provide houses for the people of the EWS and LIG category, loans will be made available to them by various banks and other financial institutions at the rate of 6.5 percent for 20 years. So that they do not face any problem in building their own house.

Under this scheme, this subsidy will be given to the beneficiary only on the loan amount of 6 lakhs, apart from this, if the beneficiary takes another loan, then he will have to pay it at the present interest rates.

Under this scheme, first, the beneficiary will have to deposit the entire EMI of the loan in the bank or financial institution through the loan account, after that after deducting the monthly installment amount, the subsidy amount will be transferred back to the beneficiary’s account.

Based on the rules of the center, this house will be in the joint name of the female head member of the house or the husband and wife in the house. This house can be in the name of a male member of the household only in the absence of an adult female in the house.

In addition to the rooms in the houses built under this scheme, it is mandatory to have basic facilities like kitchen, toilet and electricity and water.

The annual income of the persons taking benefits under the EWS group should be up to 3 lakhs only then they will be eligible for this scheme. And the annual income of the persons taking benefits under LIG should be between 3 to 6 lakhs only then they will be eligible for it.

Under this scheme, the area of the houses to be built in the EWS group should be 30 square meters and similarly, for the houses built under the LIG group, the area should be 60 square meters. If the beneficiary wants, he can get his house built in a larger area also, but the use subsidy will be available only on the loan amount of 6 lakhs.

The middle-income group (MIG) includes those people whose family annual income is between 6 lakh to 18 lakh. These middle-income group people have also been divided into two classes based on their income, the first class which is called MIG-I includes people with an annual income of 6 lakh to 12 lakh, while the second class is called MIG. -II It has been said that people with an annual income of 12 lakh to 18 lakh will be included in it. More recently, some changes have been made by the government in the carpet area of the houses for the people of this income group, its complete description has been given in the points below.

Key Points and Benefits:

As per the announcement made by the government departments recently, the size of the carpet area for MIG-I has been increased from 120 square meters to 160 square meters under this scheme while the size of the carpet area for MIG-II is 150 square meters. Thus, the total subsidy received under this scheme for MIG-I will be 2,35,068 while for MIG-II the amount of this subsidy will be 2,30,156.

Under this scheme, first, the beneficiary will have to deposit the entire EMI of the loan in the bank or financial institution through the loan account, after that after deducting the monthly installment amount, the subsidy amount will be transferred back to the beneficiary’s account.

Now people in cities with a population of more than 10 lakhs will be able to get a home loan of up to 35 lakhs, and in areas, with a population of fewer than 10 lakhs, people will be eligible to take loans up to 25 lakhs. This amendment made by the Reserve Bank of India will give impetus to the Pradhan Mantri Awas Yojana.
